Policy Contributor & Advisor – Regularly provides expert opinions on the Law on Digital Technology Industry, the National Digital Architecture Framework, and the draft Law on Artificial Intelligence, with a focus on cybersecurity, privacy, and ethical governance.

Government Briefings – Delivered strategic presentations on AI, cybersecurity, and information governance to the Central Internal Affairs Commission and the Central Propaganda Department, influencing Vietnam’s national discourse on secure digital transformation.

Early Contributor to VNPT-CERT – One of the founding members of VNPT-CERT, the predecessor of today’s VNCERT, contributing to the foundation of Vietnam’s national cyber incident response capacity.

AI Ethics Educator – Led the AI Ethics Program sponsored by the U.S. Embassy in Vietnam (May 2025), training over 500 participants including government officials, educators, and entrepreneurs.

National AI Capacity Builder – Conducted AI awareness and strategy programs for senior leaders from MB Bank, Vietcombank, BIDV, Viettel Networks, and the Saigon 3 Group, helping organizations adopt AI securely and responsibly.

Academic Experience in Security – Over 10 years teaching Network Security + (CompTIA) at SaigonTech, affiliated with Houston Community College (Texas, USA); and lecturing in Information Technology Security Management, with emphasis on BS 7799 and ISO/IEC 27001 frameworks.

Public Educator – As the founder of “Bình dân học AI”, Mr. Thành has built Vietnam’s largest online learning community on AI and cybersecurity, democratizing access to knowledge for more than half a million professionals and students.
